Plot Summary

At the game's beginning, brothers Chris and Troy Stone, plumbers both, are about to meet with their next client; a anti-communist activist named Isabella Angelina. The Stones appear at her condominium only to find no one home, until Russian soldiers suddenly storm the condo. Then General Tatarin appears, demanding Troy to reveal where is Isabella Angelina, mistaking her as his girlfriend; Troy is completely confused but is interrogated nonetheless and taken prisoner, but Chris is able to avoid capture. He exits the condo while freeing a elderly man named Mr. Jones from capture. They rush into the streets only to see that the Soviet armed forces have launched a surprise invasion of New York City. They rescue yet another man from capture, a talkative Phil Bagzton, and they flee into the underground sewers, along with other civilians. Back on the surface, the Soviet military has overrun New York and it becomes apparent that the Soviet Union has also overrun other areas in the United States, the military is quickly defeated and its government dismantled and replaced by an occupational regime led by General Tatarin, headquartered on Governor's Island.

To help fight against the Russian invasion, Chris and Mr. Jones plan a rescue for Isabella and to free civilian POWs and civil servants to help with the fight. She is being held at New York police precinct, but Chris single-handedly rescues Isabella and shortly thereafter plan and execute a successful rescue of Troy Stone, who is being held hostage at a mail station. After the rescue, Isabella resolves to form a city-wide resistance movement to fight the occupation and the newly formed Soviet government of the USA, vowing to set America free.

Over the course of several months, Chris, Troy, Phil, and Isabella form the Manhattan resistance , begins to attack the Soviet forces across the city using guerrilla warfare, as time pasts by, the resistance has had multiple successful raids into Soviet controlled territory from destroying troop barracks, liberating reeducation camps, capturing supply depots, sabotaging air & naval support bases, taking over propaganda broadcasting stations and assassination missions. All the while Chris is to free and recruiting the civilian population to fight along side, they eventually begin controlling territories within New York City and begin to boast national morale. Chris becomes known as the Freedom Phantom within the Soviet controlled media, he is viewed as the symbol of America's struggle against the Soviet occupation to the population and seen as the most wanted terrorist to the Russian regime. Then one day, Troy is captured by the Soviet forces and made to reveal the true identity the Freedom Phantom to the media. Troy was later forced to make a prepared statement on television to Chris and the resistance group to cease their actions and they will be unharmed. But as Troy is left off the stage, he quickly retakes the podium and denounces his speech as lies and pleas his brother to keep fighting; unfortunately he was later executed personally by General Tatarin in Governor's Island. Mr. Jones revealed the grim news to Chris and suggested an assassination of General Tatarin by sneaking in Governor's Island was the only way to retaliate and hurt Soviet morale. Chris succeeded in killing him and escaped only to return with Isabella missing, the resistance main base being controlled by the Soviets, and Mr. Jones who then revealed to be Soviet officer Colonel Bulba. Chris escapes with Phil Bagzton and The Kid to a unknown location. Shortly thereafter, the television broadcast of Tatarin's funeral ceremony shows Colonel Bulba's promotion to General to replace Tatarin as the commander of the Soviet occupation of the United States.

During the winter, The Kid has hacked into a Russian computer and has managed to find weak spots in the soviet defenses of New York while Chris and Phil plan a few last missions in Soviet controlled New York City to end the conflict. They gather the surviving resistance members and storm the SAFN Studios which has been the primary national broadcasting station of Soviet propaganda. Chris makes a nation-wide live broadcast and rallies the people of New York and across America to his cause and end the hostile occupation.
